The Senate’s proposal to eliminate the requirement to purchase health insurance in 2019 would upend the Affordable Care Act marketplace and likely increase premiums in Pennsylvania and elsewhere, health officials say.

Without a penalty for the uninsured, young and healthy people likely would drop their insurance plans, leading insurers to raise prices or leave the marketplace.

The change would reduce the federal deficit by about $338 billion in the next decade but increase the number of uninsured by 13 million, Congressional Budget Office estimates show.

In Pennsylvania, about 505,000 people would become uninsured by 2025 and premiums for an average family would increase by $2,300 in 2019, according to estimates by the Center for American Progress, a policy institute promoting “progressive ideas.”
